Course for Heads of Overseas Diplomatic Missions


Overview

  • Target: Persons appointed to heads of overseas missions for the first time
    ※ The experienced appointee can participate if they want to
  • Duration: 3-4 weeks (twice a year)
  • Attendance: Around 30 (Annual total: around 60)
  • Schedule: March / September-October of 2020(to be scheduled)

Objective of Education

  • To reconfirm the integrity and sense of mission as a head of overseas diplomatic mission and increase understanding of national agenda
  • To strengthen leadership, diplomatic expertise and competency to successfully carry out their mission
  • To cultivate the ability to carry out economic diplomacy and public diplomacy
  • To cultivate the ability to manage overseas diplomatic missions

Course Characteristics

  • Improving understanding of national agenda and major diplomatic issues
  • Enhance public officials’ practical abilities in the areas of budgeting, accounting, and human resources management, etc., deemed essential to facilitating secure and efficient operations of the ROK’s overseas diplomatic missions.
  • Enhance abilities to combine problem solving and managerial skills to find workable and efficient solutions to overseas Korean nationals in incidents and accidents occurring abroad.
  • Provide an orientation course for special appointees to Ambassador Extraordinary
  • Provide online courses for occasionally appointed Ambassador nominees up for confirmation, and sitting Ambassadors who want a refresher course featuring latest cases.

Course for Senior Foreign Service Officers in Overseas Missions


Overview

  • Target: Counselor-level nominees at overseas missions
  • Duration: 1 day(workshop) & 1~2 Seminars/ twice a year
  • Attendance: Around 15-20 per semester
  • Schedule: 2020.1.21.-1.22. / July (to be scheduled)

Objective of Education

  • To understand changes in the role of counselors based on the scale of overseas missions and to demonstrate leadership over junior personnel while supporting the heads of overseas missions

Course Characteristics

  • Improving the understanding of the role of mid-level diplomats of overseas missions based on the scale of missions, and cultivating practical leadership skills under the newly-established leadership role model
  • Engaging in a participatory workshop based on actual cases that demonstrate various situations that may occur among personnel at overseas missions
  • Improving the understanding of personal dispositions using objective diagnosis tools and acquiring responsive strategies

Course for Officers Assigned to Overseas Missions


Overview

  • Target: Foreign Service Officers who are assigned to overseas diplomatic missions for the first time
  • Duration: 3 weeks (twice a year)
  • Attendance: Around 40-50 per semester
  • Schedule: 2020.1.6.-1.21. / July (to be scheduled)

Objective of Education

  • To cultivate working attitude and ethics as a foreign service officer
  • To develop practical diplomatic competency needed in overseas diplomatic missions
  • To strengthen consular competency to protect overseas Korean nationals

Course Characteristics

  • Cultivation of integrity and ethics including the core values of MOFA as a public official
  • Supporting development of practical diplomatic competency required in overseas missions
  • Cultivation of field response capabilities through various case studies such as consular simulation exercise

Course for Newly Assigned Attachés


Overview

  • Target: Attachés expected to be assigned in overseas diplomatic missions
  • Duration: 2-3 weeks (twice a year)
    ※ Some courses are offered through online contents
  • Attendance: Around 50-90 per semester
    ※ Course for Military attachés is only available in the first half of year
  • Schedule: 2020.1.7.-1.22. / July-August(to be scheduled)

Objective of Education

  • To improve understanding of national policy tasks in diplomacy and strengthen ability as diplomats
  • To cultivate appropriate public service values and competencies required for their overseas positions
  • To recognize the role of attachés in overseas diplomatic missions and support them to settle down

Course Characteristics

  • Support for adaptation in a new environment through practical information on overseas diplomatic missions
  • Education of cases demonstrating leadership and conflict management
  • Education on ethics and public service attitude required in overseas missions
  • Cultivation of the practical ability needed to carry out various tasks through consular simulation exercise, etc.

Course for Director-Generals


Overview

  • Target: Director general-levels (newly appointed within a year)
  • Duration: 1 day(workshop) & 4 seminars / once a year
    ※ Two coaching sessions are provided for participants
  • Attendance: Around 7-15

Objective of Education

  • To understand changes in the role of director general-level positions at the Ministry of Foreign Affairs and to develop the competency required to establish diplomatic policy strategies, thereby providing task directions for each office and bureau

Course Characteristics

  • Promoting the understanding of the role of the director general and cultivating leadership under the newly-established leadership role model
  • Special lectures by renowned speakers in various areas that are relevant in presenting proactive diplomatic policy directions
  • Engaging in a participatory workshop based on actual cases that one may experience in the rapidly-changing environment in the field

  • Target: Director-level officers within a year of initial appointment.
  • Duration: 1 day(workshop) and 2 seminars / twice a year

  • To cultivate director-level officers’ competence to undertake overall responsibility for the execution of tasks and management of personnel based on the understanding of changes in their roles and to develop the capacity to take a proactive role in the establishment of foreign policy

  • Enhancing the understanding of the roles of director-level officers and fostering their practical leadership under the newly-established leadership role model
  • Developing a comprehensive understanding of the major areas of foreign policy
  • Engaging in participatory workshops based on actual cases that one may experience in the field
  • Acquiring practical guidance and coaching skills from experienced director- and director general-level officers with regard to essential knowledge required to serve as director

Course for Deputy Directors


Overview

  • Target: Foreign Service Officers newly promoted to deputy directors within a year of promotion
  • Duration: one week / once a year
  • Attendance: Around 10-20 per semester
  • Schedule: November – December of 2020

Objective of Education

  • Reflecting on the meaning of serving in public office and public service values
  • Developing leadership skills and policy planning competence for entry-level managers
  • To enhance the competitive advantage of public officials at the Ministry of Foreign Affairs by learning to understand changes in their roles and develop the capacity to execute tasks proactively

Course Characteristics

  • Establishing public service values and ethics required for mid-level managers
  • Cultivating leadership skills for public officials including policy planning, capacity-building practice, and the management of communication and conflicts
  • Developing a global mindset; acquiring job expertise
  • Improving the understanding of the role of public officials at MOFA headquarters in accordance with the newly-established leadership role model
  • Acquiring essential job performance tools for diplomatic officers to resolve a range of issues that may arise in the implementation of tasks
  • Nurturing the competence to understand the orientation and positions of colleagues based on objective diagnostic tools and to cooperate with them

Course for Officers in General Service


Overview

  • Target: Public officials in general administration of MOFA
  • Duration: 2-3 days (once a year)
  • Attendance: Around 50-70
  • Schedule: May of 2020(To be scheduled)

Objective of Education

  • To strengthen roles of public officials in general service in accordance with changing diplomatic environment
  • To cultivate practical ability needed to carry out their duty

Course for Administrative Staff in Overseas Missions


Overview

  • Target: Administrative Staff in Overseas Missions
  • Duration: 3 days
  • Attendance: Around 40-50
  • Schedule: June of 2020(to be scheduled)

Objective of Education

  • To raise awareness of the roles and desired attitudes as administrative staff
  • To Strengthen job competencies related to administrative tasks and consular services
  • To understand a rapidly-changing global environment

Course Characteristics

  • A collaboration between the Korea National Diplomatic Academy and the Office of Planning and Coordination to strengthen embassy staff’s job competencies
  • Planning to produce job training videos by recording course content and providing them to the staff overseas for online learning

Workshops for all members of Overseas Missions


Overview

  • Target: Employees of overseas missions
  • Duration: 1-2 days(workshop) / 4-5 times a year
  • Attendance: All members of overseas missions including administrative Staff
  • Schedule: May-June of 2020(to be scheduled)/ September – November 2020(to be scheduled)

Objective of Education

  • Sharpening the mission’s competitiveness by helping the staff to recognize common organizational goals and fundamental mindset of public officials; understanding the importance of mutual consideration and respect among colleagues

Course Characteristics

  • “Consideration, communication and cooperation” workshops that encourage participation of all members of a mission
  • Strategically conducting 4 to 5 workshops a year in major embassies selected in consideration of size and geopolitical importance
  • Boosting efficiency of the education program by subcontracting to private operators

Consular Simulation Training


Overview

  • Target: Employees of MOFA
  • Duration: 1 day
  • Attendance: Around 10
  • Schedule: once every quarter

Objective of Education

  • Strengthening crisis response capabilities by conducting simulated training for all members of the Ministry, including responses to situations such as natural disasters, abductions, traffic accidents, and evacuation

Course Characteristics

  • A participatory education in which the staff resolve problems independently in a given situation through discussions and role-playing
  • Providing real case-based education with the use of textbooks written by retired diplomatic officials or ambassadors who have rich experience in consular field

Special Lecture


Overview

  • Target: Employees of MOFA
  • Duration: depends on the course / within one week
  • Attendance: depends on the course
  • Schedule: Year-round

Objective of Education

  • To conduct customized education on national agenda and employees’ needs
  • To strengthen individual diplomatic and leadership competency
  • To implement education and training tied with MOFA’s strategic goal and human resource management plan
  • Capacity building to prepare for future demands through communication and collaboration with various interested parties

Course Characteristics

  • Strengthening individual diplomatic and leadership competency through diplomatic negotiation, crisis management, press relation and liberal arts knowledge, etc
  • Providing practical education on core modules including communication, future forecast and preparation, and planning and implementing ability
