Diplomatic Competency Development Program

Introduction

The aim of the Diplomatic Competency Development Program is to upgrade the overall capacities and qualifications of Foreign Service Officers (FSOs) for the enhancement of organizational competency. To this end, the Ministry of Foreign Affairs is implementing the development training for each level (senior FSO and counselor-level), which started from the first Senior FSO Diplomatic Competency Development in 2006.

The training is conducted in a blended learning manner of online training and classroom training, and follows a competency based curriculum.

Online training is carried out prior to the classroom training. It enhances the prior understanding of competency theory and knowledge regarding each individuals’ weak competencies, in order to maximize the effect of classroom training. Classroom training is implemented for about one week before the diplomatic competency assessment.

Classroom training is composed of case studies, group discussion and role-plays which reflect the uniqueness and reality of the Ministry of Foreign Affairs. Officials applying for diplomatic competency assessment must complete the diplomatic competency development program beforehand.

Program for Senior FSOs

The Program on Competencies for Senior FSO is conducted twice a year usually in May and October.

The Program follows the curriculum designed based on the competency model for senior FSO which is composed of the following three essential diplomatic competencies (Network Building, Diplomatic Negotiation, Crisis Management) and three managerial competencies (Strategic Thinking, Abilities to Deal with Changing Circumstances, and Conflict Resolution & Mediation).

Program for Counselor-level Positions

The Program for applicants to Counselor-level positions is conducted twice a year usually in April and September.

The Program follows the curriculum based on the competency model for Counselor-level positions which is composed of three essential diplomatic competencies (Network Building, Diplomatic Negotiation, Crisis Management) and three managerial competencies(Performance Orientation, Internal Conflict Management, Guidance and Coaching).
